Philip Welch practices in the areas of partnership, corporate, real estate, business, agriculture, income tax, and property tax law. Mr. Welch graduated from the University of California, Hastings College of the Law, in 1975, and earned an LL.M. Degree in Taxation from New York University in 1979.

Mr. Welch is a past chair of the Tax Section of the Bar Association of San Francisco and past chair of the California Bar Association Agribusiness Subcommittee. He is a former member of the California Bar Association and American Bar Association Partnership Tax Committees and the California Bar Association Agribusiness Subcommittee. He was an Adjunct Professor in the M.S. and LL.M. Tax programs at Golden Gate University in San Francisco and has been a frequent lecturer on tax, real estate, and related topics for various continuing education programs. He is a co-author of "Partnership Taxation" published by Practitioners Publishing Company, Fort Worth, Texas; the author and presenter of various partnership tax courses offered by the California CPA Society and American Institute of CPAs; and author and presenter of other partnership, tax, and real estate continuing education courses.
